The Legislative Assembly’s Environment Committee is analyzing a reform to the General Health Law to address the growing noise pollution in Costa Rica. The initiative contemplates stricter sanctions, ranging from gradual fines to the revocation of operating licenses for businesses that repeatedly violate permitted limits.
Role of Law Enforcement
One of the most significant changes in the proposal is the inclusion of law enforcement in handling complaints of excessive noise. Currently, the processes tend to be lengthy and bureaucratic; however, this reform aims to streamline the immediate response, strengthening oversight in communities affected by bars, workshops, and other noise-generating activities.
Purpose of Raised Funds
The bill establishes that the money raised from fines will be invested in noise mitigation programs, especially in the areas most impacted by this problem. According to environmental health specialists, excessive noise not only affects public peace, but also increases the risk of cardiovascular disease, anxiety, and sleep problems, in addition to decreasing productivity in the workplace.
