The Costa Rica News (TCRN)-The Regulatory Authority for Public Services (ARESEP) will define in a month the rates for private generators of renewable energy. They also seek to unify criteria, to upgrade and have clear and transparent methodologies in private generation, said the spokeswoman Maria Carvajal to ARESEP.
Last Monday ARESEP had a public meeting to explain the changes that they want to implement to the rate-setting methodology for private renewable energy generators.
Each model of energy production has its own cost structure and the public meeting would open the possibility for private generators to use other renewable energy sources such as solar energy.
The report submitted by the technicians of the ARESEP presents proposals for change such as the incorporation and / or modification of the scope of the methodologies for new hydroelectric plants, generation using bagasse and biomass, the standard treatment of capital cost, the homogenization update procedure on fixed asset investments, form adjustment on the upgrading section of operating costs for existing hydroelectric plants as well as generation using bagasse.
Also, the proposals for change include removing the reference to the exponential regression in calculating exploitation costs in the methodology for new hydroelectric generators and expanding the scope of the methodology for new hydroelectric plants, so that the rates are applied to plants that produce energy with non-conventional sources of energy, for which there are not defined specific methodologies.
This proposal seeks to resolve differences in the regulatory treatment (definition, notation or calculation of certain variables) considered in the current private generation methodologies so that they receive uniform treatment.
