    Megaproject in Guanacaste Costa Rica Halted Over Water Concession

    The Court ordered the project Las Catalinas to stop. The project is trying to build a village of 2500 villas for foreigners in area of Santa Cruz and Carrillo Guanacaste Costa Rica. Guanacaste is considered to have some of the very best real estate in Costa Rica.

    The megaproject “The Catalinas”, Costa Rica, was slowed down by the Constitutional Court and is facing problems in obtaining permits granting water rights needed to move forward with the project. The Directorate of Water, Ministry of Environment, Energy and Telecommunications (MINAE) confirmed that the issues are still pending.

    Part of the problem is that there is an investigation of the Institute of Aqueducts and Sewers, it is not known when the issue will be resolved.

    In March for one of the leaders of this project to the Water Board’s external MINAET wrote a letter of concern about this case, it stated that the Administrator of the Water and Sewerage Potrero Beach failed to comply with the directive to issue a letter outlining the problems of water availability.

    The project is owned by 30 investors. According to “The Catalinas” website, the development seeks to serve as a home for retired foreigners with high purchasing power.
    A recent study by the Water Board MINAET states that to issue permits for wells, it must comply with a stringent analysis of salt introduction.
