    The Foreign Minister of Costa Rica Enrique Castillo, said today in Managua that Nicaragua has proposed that his country discuss border a wetland in the Caribbean, which both nations (Nicaragua and Costa Rica) claim as their own and have came before the International Court of Justice, ICJ, Hague.

    “Costa Rica has not proposed any dialogue, Nicaragua has actually proposed several times to negotiate,” said Costa Rican Foreign Minister to Channel 63 television Nicaragua.

    The case in front of The Hague regarding Nicaragua and Costa Rica is about the sovereignty of a 250-hectare wetland and the river San Juan, on the border of the two countries in the Caribbean, and that Nicaragua wants to dredge for navigation.

    San Jose and Managua maintain a territorial dispute before the International Court of Justice (ICJ), which in October 2010 Costa Rica came to accuse of invading Nicaragua with military and civilian, and cause environmental damage to a wetland border in the Caribbean, in a territory both countries claim as their own.

    In March 2011, the International Court of Justice (ICJ) ordered both countries to refrain from sending security personnel, military or civilian, to the disputed area.

    On a possible dialogue between the two countries, Costa Rican Foreign Minister said that “Nicaragua has been consistently violating the precautionary measures, and in such conditions, Costa Rica can not talk.”
    Costa Rica has repeatedly denounced the presence of members of the Sandinista Youth in the disputed area.

    Castillo is in Managua to attend the summit XL Integration System (SICA).

    At the summit, Nicaragua to Costa Rica pierce the rotating presidency of the regional body, which also has full members Belize, El Salvador, Guatemala, Honduras and Panama, and the Dominican Republic as a partner.

    The president of Costa Rica, Laura Chinchilla, has delegated his chancellor Castillo receiving the rotating presidency, under protest as it has held for the presidency of Nicaragua in the SICA by border conflicts both countries anyway end up in the International Court of Justice (ICJ).

    The summit confirmed to attend the rulers of Guatemala, Otto Perez Molina, El Salvador, Mauricio Funes, Honduras, Porfirio Lobo, and Panama, Ricardo Martinelli.
