    Telecommunications Frequency Spectrum Needs Regulation in Costa Rica

    The Deputy Minister of Telecommunications has no idea of the number of frequencies that make up the radio frequency spectrum of the country.

    According to the National Frequency Distribution (PENAF), radio spectrum is a natural property of the public domain of the nation itself, but you cannot definitively rule out the state. Also, you can only be utilized by the government or by individuals under the conditions established by law or by special concession.

    However, no one knows the number of available frequencies is in the state, many are being used without government knowledge.

    Determining this unknown is vital, as there are commercial use frequencies that are used for the provision of telecommunications services. There are frequencies also used for security and emergency relief use as well.

    In for the past four months there has been progress determine how many frequencies there are.

    It is evident there are serious adjustment needed on specific uses of each frequency band of the radio spectrum and permissions for use of frequency.

    But the lack of coordination between the Ministry of Environment and Telecommunications (MINAET) and the Telecommunications (SUTEL) cause differences of opinion on legal and technical issues have hampered the performance of their duties.
