Earlier this month Costa Rica announced The Action Plan of the National Strategy on Climate Change (ENCC) which will be the resource that the country will use to mitigate the impact of climate change and it intended will be a guide for allocation of public and private resources strategically and in order to achieve a development a model for low emissions.

Technical teams conducted with the Ministry of Public Transport (MOPT), Instituto Costarricense de Electricidad (ICE), Ministry of Environment and Energy (MINAE) and Aqueducts and Sewers (AyA), will specify general objectives of the plan in the short and medium term.

Among those plans are: to improve the public transport system, better routing management, reduce the number of buses and improve technology, and introduce the electric train.
Another aspect is to control measures demand (congestion), modernize the vehicle fleet and plans for intelligent bikeways.

The action plan also proposes measures to reduce the vulnerability of people and ecosystems to excess and shortage of water, ensuring the availability of electricity generated from renewable sources and reducing the percentage of electricity produced by thermal sources, taking action to meet energy demand with cleaner fuel than oil and improve measures for people to use public transport.

The biggest challenge you have in the medium to long term is to continue focusing on mass transit as trams and electric trains, but in the short term to implement a fuel substitution program that used vehicles.
