The regional director of the security forces of San José, Juan Carlos Arias, admits that it’s difficult to have total control over a million people who move every day through the central district of the capital. Over time they have learned to address and patrol the specific areas where more incidents are recorded.

“Being positioned in key areas and by making frequent interventions in the capital has increased the number of arrest warrants and criminals arrested in the act,” said Arias.
